The Bank for Agriculture and Agricultural Cooperatives (BAAC) has teamed up with a CP Group unit to help flood-affected farmers resume work with more efficient production methods.

Rice farmers who obtained career rehabilitation loans from BAAC have the option of entering the programme, in which farm management, technologies and hybrid rice seeds are essential.

Montri Congtrakultien, CEO of the Crop Integration Business Group (CPS), said innovation in cultivation could help flood-hit farmers cope with troubles stemming from climate change.

Hybrid seeds offering strong yields and disease resistance are provided, while more machine usage is urged to ramp up efficiency.

The company will buy back paddy at fair prices or help farmers to improve and distribute paddy to the market.

CPS has prepared 1,防洪墙-Gabion Mattress,700 tonnes of CP111 hybrid rice seed to support the programme. It claims the seed offers productivity of 850 kilogrammes per rai, about two times higher than the average yield of Thai rice.

The agreement signed yesterday between Mr Montri and BAAC executive vice-president Arun Lertwilai is part of BAAC's rehabilitation programme for flood victims.

The bank reported 341,496 farm households farming 9.03 million rai of rice fields had 4.68 million tonnes of paddy damaged. BAAC offers low-interest loans of up to 100,000 baht to flood-affected farmers. A three-year debt moratorium with no interest charges is allowed for farmers whose farmland and production were destroyed.

The Agricultural Economics Office reported that the disasters caused 72 billion baht in damages to the farm sector, dragging down the industry to 1% growth this year from a prediction of 3% earlier.

About 1.4 million people in the sector were victims, of which 1.3 million worked in rice and other crops.

To assist rice farmers, the Rice Department plans to distribute 72,Black Wire Cloth,000 tonnes of rice seeds to farmers for free,perforated wire mesh, with a limit of 10 kg/rai and 10 rai.

That volume is unlikely to meet unusually high demand this year. Normally about 900,000 tonnes of seeds are needed each year, but the Rice Department can only supply 100,000 tonnes each year, causing farmers to reuse paddy for replanting or turning to companies such as CPS for seeds.

SET-listed Hemaraj Land and Development (HEMRAJ) has postponed its 600-million-baht condominium project by the Chao Phraya River due partly to flood concerns but will proceed with the expansion of two industrial estates on confidence in the investment outlook over the next five years.

The 20-unit condominium project on a four-rai plot on Rama III Road was scheduled for a launch early next year before being shelved, said Paopitaya Smutrakalin, director for planning and investor relations at the country's top industrial estate operator.

The expansion of 2,000 rai at Hemaraj Eastern Seaboard Industrial Estate will carry on as planned together with a 750-rai new phase at Hemaraj Rayong Industrial Land. The two expansions will be completed next year.

"Foreign investors remain confident in Thailand's long-term prospects,Operations could resume within 45 days in flooded industrial estates-barbed iron wire, existing supplier base,フェンス, and government supports," said Mr Paopitaya at a briefing at the Stock Exchange of Thailand yesterday.

"However, it is vital the government reassure investors that such severe flooding will not happen again next year and beyond."

More manufacturers are expected to relocate from Japan and Australia to Southeast Asia because of exchange rates, he added.

Hemaraj will also continue with a plan to jointly invest in six more co-generation Small Power Producer projects with a capacity of 120 megawatts each. It will own 25% and spend 400 million baht on each of these plants that will be operational between 2013 and 2015.

In the first nine months of the year, Hemaraj sold 1,212 rai of industrial land and remains on track to achieve record land sales of 1,perforated metal mesh,700 rai this year. Revenue is expected to grow 20-25% over 2010 to 4.45 billion baht this year.

"Utility sales were flat the last two months because some customers have suppliers located in flood-affected areas," he said. "But we view this as a short-term impact and utility sales should be back to normal in the first quarter of next year."

Hemaraj targets utility revenue to double from 2009 to 1.45 billion baht in 2012, climbing to 2 billion by 2015. Its Gheco-One Independent Power Producer project, in which Hemaraj owns 35%, is expected to be operational by the first quarter of next year. It is estimated to generate a profit of 1.4 billion baht per annum from mid-2012 to 2018.

HEMRAJ shares closed yesterday on the SET at 2.22 baht, up 2 satang, in trade worth 56.4 million baht.

The Ratchada-Suthisan tunnel, construction of which began in the middle of this year, will run 6km from Ratchada-Sutthisan intersection to the Chao Phraya River. The tunnel would be built near the Bang Pa-in-Samut Prakan outer ring road, extending 100km from Ayutthaya's Bang Pa-in district to Samut Prakan, which is the exit of the tunnel to the Gulf of Thailand. The tunnel will be divided into two storeys. Its upper half of 5m would be a six-lane road while its lower half would serve as a sewer to drain 130 million cu/m a day of storm water.

Bangkok will host the World Tunnel Congress on May 18-23, after Canada and Finland held the meeting in 2010 and 2011, respectively.

A 100-kilometre tunnel linking Ayutthaya and Samut Prakan has been suggested as the latest solution to tackling floods in Bangkok to better direct water and avoid conflicts among residents.

Advocates of the tunnel idea say conventional methods for directing water fail to do the job. Many networks of canals are illegally blocked by houses, which limits their effectiveness. Draining water from land which is densely occupied by communities can also lead to conflicts.

The city also plans to build another three tunnels, mostly 5m in diameter, as part of its flood prevention measures.

Civil and mining engineers meet at the conference each year to present and exchange views on technologies and projects relating to underground constructions.

Thailand is among the association's 280 members, which include individuals,楼梯踏步板, organisations, companies and 58 entire countries.

But these problems can be avoided if the tunnel is built and "its construction has nothing to do with the expropriation of vast tracts of land as required by the construction of a floodway", said Mr Suchatchawi. He chairs the Thailand Underground and Tunnelling Group under the Engineering Institute of Thailand, which will take part in the 2012 World Tunnel Congress in Bangkok between May 18 and 23 next year.

But in case Bangkok suffers such a large flood again, Mr Suchatchawi said, the upper half of the tunnel could be turned into a floodway to boost drainage to 260 million cu/m a day.

Originally designed for use on beaches and marshes for erosion and flood control, the Hesco Bastion quickly became a popular security device in the 1990s.

The super tunnel has won early backing from Bangkok Metropolitan Administration's deputy governor Teerachon Manomaiphibul, who has urged the government also to get behind the project.

"We must have the government implement this tunnel project. The Bangkok Metropolitan Administration alone can't do it. It needs a huge investment," said deputy BMA governor Teerachon. "But I agree with the project."


International body goes underground

The US has a 174km tunnel in Chicago, and Japan a 64km tunnel to drain stormwater.

City Hall has built its own giant tunnel linking Rama IX and Ramkhamhaeng roads. The 5km tunnel, 5m in diameter, which opened in February this year, can drain water at 60 cu/m a second.

Mr Suchatchawi said he was especially upset comparing Bangkok's tunnels with Singapore's 300km tunnel network.

The World Tunnel Congress is an international conference supported by the International Tunnelling and Underground Space Association.

Thailand is not the only country that is troubled by floods, Mr Suchatchawi said. Others countries face the same problem, but they have tunnels to drain water.

Kuala Lumpur has also approved a new 9.7km tunnel divided into levels - a motorway on the upper stretch and a sewer on the other.

Bangkok can also earn "added value" as floodwater will be used to produce between 400 and 600 megawatts of electricity with a vertical tunnel called a "Power Generation Shaft" built as part of the project. Construction should take two years if the project is joined by many construction firms building different sections, Mr Suchatchawi said.

Concerns, floodwaters rise in Bangkok-hesco

The death toll from Thailand's worst flooding in half a century reached 506 Sunday as floodwaters inched southward toward downtown Bangkok, the interior ministry said. With evacuations already affecting at least 11 of Bangkok's 50 districts, its governor, Sukhumbhand Paribatra, on Sunday expressed fresh concerns about even-worse flooding due to malfunctions at 14 flood gates in western Bangkok, the state-run MCOT news agency reported. Moreover, the city's flood relief operations headquarters (which has already been moved once) is now surrounded by water. Even so, Prime Minister Yingluck Shinawatra said that there are no plans currently to move it, according to MCOT. Advertisement The water continued to rise further Sunday around the city.
